The Social Security System has named Rizal Commercial Banking Corporation its Best Digital Disbursement Partner for the fourth consecutive year at the annual SSS Balikat ng Bayan Awards.

The distinction recognizes the private commercial bank for handling state pension and benefit distribution through its digital platforms, led by its financial inclusion application, RCBC DiskarTech.

The award marks a continuing expansion of the state insurer’s public-private engagement with RCBC, which has evolved from basic fund transfers into transit ticketing, international member registration and automated micro-lending.

Expanded Digital Integration

Through RCBC DiskarTech, SSS members receive benefit payouts directly into digital savings accounts without initial deposit or maintaining balance requirements.

The partnership broadened in 2025 with the introduction of the MySSS Card powered by RCBC DiskarTech, which consolidated government identification, automated teller machine access and digital debit card functions into a single card. (Read More: Getting Paid in US Dollars? Here’s How to Manage It)

Earlier this year, the two entities activated contactless tap-to-pay functionality on the card for commuters on the Light Rail Transit Line 2 (LRT-2) system, allowing cardholders to deduct train fares directly from their DiskarTech balance.

“Being recognized by SSS for the fourth consecutive year reflects the strength of a partnership built around a common goal: making social protection and financial services more accessible to Filipinos,” said Lito Villanueva, executive vice president and chief innovation and inclusion officer at RCBC. “Our work with SSS has grown beyond disbursements. Together, we are using digital banking to make it easier for members to access their benefits, manage their finances and participate more fully in the digital economy.” (Read More: SSS LoanLite on RCBC DiskarTech: How to Apply for Digital SSS Microloans Up to ₱20,000)

Micro-Lending and Overseas Outreach

The disbursement rails have also expanded into member credit. RCBC DiskarTech and SSS recently introduced SSS LoanLite, a short-term microloan facility allowing eligible members to apply digitally for loans ranging from ₱1,000 to ₱20,000.

The loan program requires an applicant to have posted at least 12 monthly contributions and carries automated verification, eliminating manual branch visits and employer counter-signatures.

The bank has also extended its administrative onboarding outside the country. During the SSS Global Kabayan Day held Sept. 12 and 13 in Hong Kong, RCBC conducted on-site identity verification and card applications for overseas Filipino workers, integrating them into both the MySSS Card ecosystem and the LoanLite credit facility.

Prior Industry Recognition

The government recognition follows regional and local industry awards for the underlying infrastructure.

The MySSS Card was awarded Best Growth Strategy in Digital Banking in the Philippines at The Asian Banker Philippine Awards 2026. The deployment also received a Philippine Quill Award for its marketing, advertising and brand communication campaign.
